[ Personality ] :
On the outside Relius is a courteous and polite man of fine tastes. He is perpetually calm and seems difficult, if impossible, to anger. He speaks in a very matter of fact way about things and tells people how they are. This outer appearance is mostly false, just like the golden mask he wears on his face.
In truth he is a critical scientist through and through. He has no empathy for anyone or anything, including those he has as allies. The key example of this is he turned his daughter and wife into battle dolls. He left his daughter unfinished and paired with his young son and left. His wife was finished later and is now nothing more than a tool for him to use. As for his allies, he appears civil in front of them but can be demanding; such as when he demands that Hazama hurries up so they can leave for Kagatsuchi, even with Hazama being one of the post powerful beings on the planet. He also shows no empathy towards them as he mocks Hazama while he is lying on the ground dying and asks why he chose the roof as a place to nap. He then challenges the dying man to a fight and uses Ignis to rip his throat out as part of their plan for Hazama to destroy Takamagahara.
He sees everyone and everything as data to be observed and possible experiments. To him the human body is nothing more than an artificial shell, and therefore is meaningless when compared to the true form of people; their souls. When he fell into the Cauldron, he saw a glimpse of the soul and all of his memories but of that were erased.
He began to get them back and he relished in it; saying it was like putting books back on a shelf. To Relius, the world is to be organized, categorized, and labeled. He wishes to learn everything there is to learn and will do or sacrifice anything to do so. Even his own wife and daughter were given up in his pursuit to create the ultimate human being. This is all part of Relius's drive to learn more. He is the ultimate scientist without ethical cares. Without batting an eye, he delves into the mind of Makoto Nanaya in her bad end to pull out all of her negative emotions and find the hidden hatred of her best friends. He uses this to shatter her soul so he can remake it to his own design. He does this simply because she was an interest to him.
In almost any situation Relius remains calm. He defeats Platinum the Trinity and is about to attack Bang when he realizes he is getting outnumbered. Rather than reacting in any emotional capacity he simple states the odds have turned against him and takes his leave. He does the same when confronted by two of the Six Heroes. He calmly takes his leave though he was frustrated his true goal was blocked by the two. He doesn't openly show strong emotion but he can feel it. He constantly wears the mask of formality as it were.
Any friend he may have is Hazama and though they often attend to civilized conversation he does often make quips at the man. He questions him whenever he seems to be acting human and acts what he defines as out of character for him. As for others he treats them mostly as subjects. He orders them to not disappoint him or to show him the value of their soul. The only exception is his son, Carl, who he is far more harsh on. He demands much from his son when the boy doesn't completely slip his mind. He sees his son as an annoyance that should be out of the way rather than his actual child. In their first fight he holds back when fighting Carl, showing he doesn't wish to kill his son but does threaten that if he doesn't stop getting in his way he would do just that. Enemies, his own offspring, allies, and anyone in between is not safe from him. He will hurt, experiment, and kill them should it suit his purposes.
As for his purposes; the base want is to learn. He joined the NOL to have access to their Research and Development department and works directly under the Imperator. His goal was to help her destroy both Takamagahara and the Master Unit Amaterasu to stop the constant time loop the world was stuck in and end the continuum shift that had enacted when the time loop was disrupted. Doing so put time into a linear line that would push the world towards its end. He did this so he could learn more about the world and speed forward the Imperator's own plans that are unknown at the moment.
[ Strengths/Weaknesses ] :
Relius is a strong personality. He is almost an unstoppable force of reckoning. He wishes to learn all he can and lets nothing stand in his way. He will kill, destroy, and use anything and everything to expand his knowledge.
Relius is also a good fighter. With the use of the arms he created and Ignis he is a threat to not be taken lightly. He is able to go toe to toe with Terumi and win. However this does also expose a weakness. Ignis is his trump card and without her, his power and ability to fight are decreased substantially. He needs her to fight effectively.
The mad puppeteer's lack of empathy is one of his greatest weaknesses however. He can't hide his intentions well from people and really doesn't care should his schemes be discovered. It also gives him this sense of superiority about everyone he meets and thus he is easily capable of underestimating an opponent.

One would assume that waking to an unfamiliar sky would be cause to alarm. Having this happen one one a total of twice would bring about questions of one's sanity or at the very least sobriety. However it is none of those things that come to my mind when I open my eyes and gaze at the shimmering sky above me. Though can one truly call it a sky?
My mind doesn't question why it shimmers and moves at first. No. It instead does an inventory of my memories. Where was I last? Above the cauldron with Hazama. Had I fallen in? No. I had walked away. What had happened before? Our plans had succeeded. All of my memories were in place like books on a shelf. Nothing was missing or out of order, to my understanding.
My thoughts drift to the sky again. Shimmering, moving, blue. That isn't sky. It's water. I blink under my mask and feel the water clinging to my body. Had I fallen in to water somehow? No, that is absurd. I move finally, pushing myself up onto my feet. I gaze at the structure before me. It seems to be coral of some sort that grows from the ground and reaches to the water above. A barrier? That would explain how I can breath and move as if on land. I reach out and touch the coral. I feel something enter me; stimuli. I pull my hand back as something happens under my glove.
An insignia seems to shine through the white cloth. I pull my glove off, one finger at a time, and look upon my hand. The mark is there and the glow comes to an end. It is a black marking I do no recognize. I rub it with my other thumb but it doesn't come off. Strange. I replace my glove and take a look around me.
A city under water? Very interesting. Though unpractical with the threat of barrier collapse and the inevitable drowning of all inhabitants. Hope they can swim. I smirk a bit. I almost heard that in Hazama's voice.
I take inventory of myself. Besides the water clinging to my clothes everything seems to be in order. I can feel my weapons still but there is one I must check. I raise my hand and snap my fingers.
"Ignis." In a flash of blue and purple light she appears behind me. I turn and inspect her. She seems to have no damage and, unlike myself, is completely dry. I smile. This is good. I snap my fingers again and she vanishes the same way she appeared. Something is sitting on the ground where she had been standing. I reach down and lift the strange contraption. It looks to be a starfish that has been outfitted with technology and a screen.
"Strange. Who would do such a thing to a starfish. It seems pointless." I touch a button and begin to examine its functions. A communication device. "Capital." I smirk as I ready myself to activate it. Perhaps I can learn of this strange underwater city and how I have found myself here. So many questions and hypotheses. I need facts. Science does not completely work on assumption alone after all.
